Quick answer: Foreign nationals can work as Wolt or Glovo couriers in Croatia if they already have the right to work under their immigration status or obtain the permit required for the specific job and employer. Ukrainians with approved temporary protection in Croatia have the right to work without a separate residence and work permit. Other third-country nationals normally need a Croatian residence and work permit or a work registration certificate. Platform approval is separate: Wolt or Glovo decides whether and when a courier account is activated.

Do not begin paid courier work while your right to work is unclear. An aggregator can explain its application process, but it cannot replace a decision made by a Croatian authority.

Special information for Ukrainians in Croatia

If you have approved temporary protection in Croatia, the official Croatia for Ukraine portal states that you may work without a separate residence and work permit or work registration certificate. Your identity card for a foreign national under temporary protection is the document used to prove that status.

This is different from simply being a Ukrainian citizen or visiting Croatia. Temporary protection must have been granted. The competent police administration or station decides whether a person meets the conditions for that status. An employer, recruiter or aggregator cannot promise to obtain temporary protection for you.

The Croatian Employment Service (HZZ) also provides employment support to Ukrainians with temporary protection. Its official information explains that eligible Ukrainian citizens can register as unemployed and use employment-mediation services under the same conditions described by the service.

Before applying for delivery work, check that:

  • your temporary-protection card is valid;
  • your name, address and contact details are current;
  • you have an OIB, the Croatian personal identification number, if required for the employment process;
  • you can show the documents requested by the contracting party and the platform.

Other third-country nationals

A third-country national is generally a person who is not a citizen of an EEA country. According to the Croatian government, third-country nationals may work on the basis of a residence and work permit or a work registration certificate. They may work only in the job and with the employer covered by that permission.

That last point matters for courier work. A permit connected to one employer or one type of job does not automatically allow work through a different company. Before signing with an aggregator, ask it to confirm that your existing permission matches the proposed arrangement. If a new permit is needed, the responsible employer and the competent authority must follow the official procedure.

Some permit applications require a labour-market test and an opinion from the Croatian Employment Service. Other legally defined categories may follow a different process. Do not rely on a social-media post or another courier's situation, because two people with different residence statuses can face different requirements.

EEA citizens

Citizens of the European Economic Area have a different immigration route from other foreign nationals. They generally have access to the Croatian labour market, while residence-registration duties can apply depending on the length and basis of their stay.

If you are an EEA citizen, prepare an identity document and confirm any residence-registration requirement that applies to you. The platform or aggregator may still request additional documents for its own onboarding and contracting process.

What Wolt asks courier applicants to prepare

Wolt's official Croatia courier page lists basic onboarding requirements that include a smartphone, a valid right-to-work document where applicable and a criminal-record document. The exact onboarding path can depend on the available work model and the applicant's status.

A practical preparation list is:

  1. a valid passport or EEA identity card;
  2. proof of your legal status and right to work in Croatia;
  3. OIB, when required for the contract and registration process;
  4. a smartphone that can run the courier application;
  5. a bank account suitable for receiving agreed payments;
  6. any criminal-record document requested by the platform;
  7. documents for the vehicle you plan to use, if applicable.

Do not order or pay for a document only because an unofficial page says it is mandatory. Ask which exact document is needed for your status and which authority must issue it.

What to expect from a Glovo application

Glovo and Wolt use separate applications and make their own onboarding decisions. A document accepted in one process does not guarantee acceptance in the other. Requirements can also change, so the current application flow and the platform's official support are the final check for platform-specific documents.

For both platforms, prepare the same core information first: identity, legal right to work, contact details, preferred city and vehicle. Then follow the platform-specific instructions you receive. Never pay someone who promises guaranteed activation or a fixed approval date.

Working through an aggregator

An aggregator is a company through which a courier can have the contract, administration, calculation and payments handled under the agreed arrangement. Read how courier aggregation works in Croatia before choosing this route.

The best starting point is the platform that is accepting couriers in your city and whose working arrangement matches your documents. Do not submit incomplete or inconsistent information to several parties at the same time.

Step-by-step application checklist

Step 1: identify your legal category. Confirm whether you are an EEA citizen, a Ukrainian with approved temporary protection, or another third-country national.

Step 2: check your documents. Make sure your identity and residence documents are valid and that the right to work matches the employer and job where this is required.

Step 3: choose a city and vehicle. Availability and onboarding depend on the platform. Give accurate information about the vehicle you will actually use.

Step 4: ask about the contracting arrangement. If you want to work through radi.hr, send the short application. We will contact you and explain the available next step. Sending the form does not create a contract and does not guarantee platform activation.

Step 5: follow only confirmed instructions. Submit documents through the official or agreed channel. Do not send identity documents to unknown social-media accounts.

Be careful with offers that promise a work permit, temporary protection or instant platform activation in exchange for money. A legitimate intermediary should be able to identify the contracting company, explain the written terms and tell you which authority or platform makes each decision.
